From the main menu, hold L + R + Z then press Left, Up, Down, A, Right, B, Start, this will reveal a code entry screen, from which you can enter the following codes:

Select Cheats from the Options menu and answer the questions as Squid, Conroy, Tito Mikani, Maurice, Ocean Shores, Otto, Eddie: Prince of the Netherworld.
